Did you check the specfile at http://atrpms.net/name/apt/?

It builds for RHL 7.3, 8.0, 9, RHEL 3 and 4 and FC1,2,3. It uses:

autoreconf -f
libtoolize -f
%configure --enable-docs
make %{?_smp_mflags}
