Character support in initial ramdisk

Hello!

Kubuntu Lucid Lynx brought me to a point where the keyboard layout of the updated initial ramdisk lacks support for layouts other than us-style. In earlier versions the usb-creator that comes with Ubuntu prepared a usb stick ready to accept German characters in combination with re-compiled kernel images and initial ramdisks modified by initramfs-tools. This time with Lucid Lynx neither kernel parameters nor loading nls_* modules shows a way out.
Is there someone who crossed the same issue and found a solution yet? Is it a matter of kernel options or do my ramdisks lack some modules?
