sources.list reappears

Hello,

I transitioned all my systems to deb822 sources.list.d/*.sources files a
few weeks ago.  As part of this I deleted /etc/apt/sources.list.  But I
noticed that it keeps being recreated as a zero-length file.  Is apt
doing this?  Is it advisable to keep it around as a zero-length file, or
is there a bug somewhere?
