My affected system has PackageKit installed, though PK was relatively
recently installed on this machine. I actually only noticed this bug
after PK had been installed, never before, which might be a hint that
PK is actually the cause. Though I don't remember how much time passed
between installing PK and me actually noticing the problem, so it's not
really clear-cut evidence.

More recently I noticed that my machine is no longer affected by this
problem. I think the problem disappeared when I switched the suite
value in my APT sources from “testing” to „trixie”.
