No longer building the binary package doesn't necessarily cause its
removal from unstable:

libmono-corlib4.5-cil | 6.12.0.199+ds-4            | unstable     | all
libmono-corlib4.5-cil | 6.14.1+ds-2                | unstable     | all

It's likely not getting automatically cleaned up because dak thinks
that lots of packages depend on it. If those dependencies can in fact
be fulfilled by a virtual package in all cases, then you will need to
file an ftp.debian.org RM bug, and will likely want to explain the
situation in order to assist the team member processing it.
