backports-policy vs backports-new

Dear list,

I'm trying to backport opencpn to bullseye. I have uploaded the package, 
but it is sitting in  a BACKPORTS-POLICY queue rather than the expected 
BACKPORTS-NEW [1]  Nothing seems to happen to the currently 44 packages 
in this queue, while those in -NEW seems to be processed over time.

I'm still pretty new to this. Questions:

- Why is my package in the -POLICY rather than the -NEW queue?

- Is this a problem I should fix somehow, or should I just wait without  
rocking the boat?
