No shutdown with the latest backports kernel - 6.5.3-1~bpo12+1

After upgrading the latest kernel from backports the system does not shutdown completely:
after starting shutdown (gui or terminal) the screen turns off but the power led (and other 
keyboard leds) stay on.

With the previous version (6.4.4-3~bpo12+1), and even those before it, no problems of this kind 
were detected.
The journal log reports no errors.

My system is a Notebook, Dell XPS 15, Cpu i7-2860QM, Debian 12.2 (with backports upgrade)

Looking for similar errors I found many reports, and a possible kernel related bug:

from this report it seems that version 6.5.8 fixes the problem but I am not able to verify it 
myself.

Is this problem known and also exists in the Debian system?
