Proposed backport: emacs-non-dfsg_30.1+1-1~bpo12+1

I’d like to add emacs-non-dfsg 30.1 to bookworm-backports, in order to
resolve the request in
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1053905. I’ve built the
source package locally following
https://wiki.debian.org/BuildingFormalBackports and the result is nearly
identical to the version in testing (diff of the deb contents below). I’ve
optimistically uploaded it to mentors.debian.net (at least, dput returned
successfully, though I don't yet see it at
https://ftp-master.debian.org/backports-new.html).

I am new to contributing to Debian, so while I tried to follow the process
precisely by looking at the docs and other examples, I may have missed some
steps.
