speech-dispatcher 12.0 punctuation bug in french

Hello,

using the latest release of speech-dispatcher i noticed there was a bug 
with punctuation in french. the problem also occurs with espeak.

to reproduce the situation, do spd-say -o espeak -l FR "hello, how are you?"

actual result
speech-dispatcher ignores punctuation marks
expected result
speech-dispatcher pauses for the comma and sets the tone for the 
question mark

on closer inspection, I have the impression that this behavior occurs 
from the following commit: f9622994cbd43ce67f992f8
