Speechd-up

Does anyone know how to set speechd-up up with pipewire and systemd? 
Should it be running as a user or as root? Looks like the default setup 
when I install it using apt runs it as a root service, but I'm not sure 
that matters since it's calling speech-dispatcher and that is set up to 
run as a user service. The /etc/speechd-up.conf file, unlike the 
/etc/default/espeakup.conf file, does not reference a specific audio 
device, so I'm not sure it matters.
