Debian Policy 4.7.4.0 released

Hello everyone,

I just (deb)pushed version 4.7.4.0 of the Debian Policy Manual and
related documents to sid.  Below you will find the significant normative
changes from the previously-announced release of Policy (4.7.3.0).

In addition to these normative changes there are a series of other
improvements, including that the Multi-Arch field and Build Profiles are
finally documented in Policy.  Many thanks to Helmut, josch and jspricke
for driving that, with review and other help from Holger, Nattie,
Rhonda, Stuart Prescott, Guillem Jover and Colin Watson.

    ``*.so`` files in shared library development packages may be linker
    scripts instead of symbolic links.  See the relevant section for
    the constraints on linker scripts required by :command:`ldconfig`.

    The requirement to explain in the copyright file why the package is
    not part of the Debian distribution also applies to packages in
    *non-free-firmware*.
