Dear Debian Developers,

I hereby appoint the following developers as members of the DebConf=20
Committee, effective immediately:

=C2=A0 * Antonio Terceiro <terceiro>

=C2=A0 * Gunnar Wolf <gwolf>

=C2=A0 * Jongmin Kim <jmkim>

=C2=A0 * Nattie Mayer-Hutchings <nattie>

=C2=A0 * Rhonda D'Vine <rhonda>

=C2=A0 * Santiago Ruano Rinc=C3=B3n <santiago>

=C2=A0 * Stefano Rivera <stefanor>

Thanks to Bernelle Versterfor servingon this committee since 2023. I am
stepping down as I amelectedDPL.

This delegation is time-limited until 31 October 2027, unless renewed=20
earlier by the next DPL.

Task Description
=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D=3D

1) Bid Process

The DebConf Committee serves as an institutional memory of DebConf. As=20
such, it is in the best position to review proposals. More
specifically,=20
the DebConf Committee is responsible for the following tasks:

=C2=A0=C2=A0- make final decisions about who will organize DebConf;

=C2=A0=C2=A0- define a set of goals to fulfill to ensure a successful DebCo=
nf;

=C2=A0=C2=A0- appoint at least one DebConf team member that will mentor the=
 newly
selected bid team until DebConf is held.

In order to reach a final decision in the bid process, the DebConf=20
Committee is highly invited to take input from the wider Debian
community.

In the absence of mentors, DebConf Committee members are expected to=20
help selected teams to reach their goals.

2) Mentorship of DebConf teams

The appointed mentors are expected to:

=C2=A0=C2=A0- help the team in establishing appropriate structures and deci=
sion
mechanisms;

=C2=A0=C2=A0- advise the team and share their experience of DebConf organiz=
ation;

=C2=A0=C2=A0- monitor the progress of DebConf organization and ensure that =
the=20
defined team structure and decision-making processes remain functional=20
and sufficiently efficient to ensure a successful DebConf.

3) Decision-making process

As last resort, the DebConf Committee can override specific decisions
in=20
the context of DebConf organization. The Committee should not take any=20
decision until efforts to resolve it via consensus have been tried
and failed.

This special power should be left for extreme cases, e.g. when a=20
decision taken by the DebConf organizers is perceived by the DebConf=20
Committee as creating serious risks for the organization of DebConf or=20
for Debian.

Votes by members of the committee to appoint a mentor or to override=20
specific decisions of DebConf teams are made public.

Thanks for your work and commitment!

- Sruthi Chandran,
Debian Project Leader
