I think you misunderstood.

The question David is asking you: is the documentation on our website
also useful for Debian GNU/kFreeBSD and Debian GNU/Hurd or is it only
useful for Debian GNU/Linux?

The changes have *already* happened. We released Debian GNU/kFreeBSD
with the squeeze release. The ftpmasters approved addition of kfreebsd-*
to the archive and the release team approved the addition of kfreebsd-*
to testing and to a stable release. That should be enough consensus IMO.
The Debian website has simply been updated to reflect that Debian is no
longer purely GNU/Linux.

For the future, Debian GNU/Hurd is planning to be a technology preview
for Debian wheezy. There also already exist Debian ports to the Solaris
kernel (in the form of successful commercial derivative distros), the
Windows kernel (via Interix) and the Minix 3 kernel.
