It is an upstream bug in nfsometerlib/options.py that OTYPE_HELP
results in usage() being called which returns 1.


BTW: The needs-root restrictions seems unnecessary.

BTW2: Instead of the Python wrapper I would have used the simpler
  Test-Command: nfsometer --help
  Depends: nfsometer
  Restrictions: allow-stderr
but there's nothing wrong with using a wrapper.
