Bug#1143373: python-scitrack: FTBFS: E ModuleNotFoundError: No module named 'delme_nover'

Important note: The failure happens randomly, not always, so a single
successful build should not be interpreted as the problem not being there.

The failure rate I get here is around 80% (tested on machines with 1 CPU
and 2 CPUs, without significant differences between them).

It's also interesting to see that the same failure (No module named 'delme')
happened at least once while running the s390x autopkgtests:
