Meson has code since 2023 to make this work:

         lcov_exe_rc_branch_coverage = ['--rc', 'branch_coverage=1']
     else:
         lcov_exe_rc_branch_coverage = ['--rc', 'lcov_branch_coverage=1']

I tested this on the latest Ubuntu and it works exactly as it should. 
The version lcov reports is:

lcov: LCOV version 2.0-1
------


So I guess the question is whether lcov is reporting its version number 
properly or if it has changed its versioning scheme to be incompatible 
with the existing check.
