Control: reassign -1 pnetcdf

Control: retitle -1 libpnetcdf-dev needs to ship gio.pc or not require it

libpnetcdf-dev's /usr/lib/*/pkgconfig/pnetcdf.pc indeed has

Requires: gio

So it has to actually ship gio.pc, or not add such Requires.
