Bug#1144566: keep golang-godebiancontrol-dev out forky/testing, perhaps remove it?

I think we packaged this for Debian Code Search (which is not currently packaged).
I changed DCS to no longer depend on it in favor of pault.ag/go/debian (http://pault.ag/go/debian) :
