My Debian mirror is still under construction, hence the 'draft' status for
the merge request (to indicate that I'm not certain whether the changes are
ready yet, but would like to share work-in-progress).

The commit message contains an effort to explain what's going on; please
consider that message as reviewable and open to feedback too.

Tired, and time for some sleep here.  I'd like to request that we try not to
forget something that Pete mentioned incidentally, which is that a similar
issue affects symlinked documentation in debian-cd images.

This bug could potentially be a good opportunity to fix that at the same time,
if we truly have found the cause and can verify a fix.
