Did jigdo-lite not begin to work ?

If it began to work:
Can you tell how many files are reported missing with each of the
ISOs ?
You may repeat each of the runs to see the end messages. The
repetition will do no harm to the results achieved so far.

The images are already valid ISO 9660 filesystems after the first
download attempt. Their only problem is that the data content of all
those missing .deb files consists of zero-bytes until jigdo-lite can
find them and insert their content into the image.

As soon as we have promising mirror URLs we can try to fill these
content gaps.
