   * Relax the optional rand dependency to Debian's rand 0.10 package
     (Closes: #1144128).
   * Adapt the rand integration and rand-enabled tests to the rand 0.10 API.
   * Keep one comprehensive all-features autopkgtest, remove redundant
     feature-specific tests, and exclude the iai benchmark.
   * Use the rand 0.10 extension trait under the existing `Rng` name.
   * Suppress obsolete unused_attributes warnings from the Rust compiler.
   * Add the optional and test-only dependencies to the source build
     dependencies so Debian's isolated Cargo registry can run the build-time
     all-features test.
