Bug#1100138: Resignation & call for votes to elect the Chair

Dear TC members,

As the membership of the committee has changed, in accordance with
convention I hereby resign as Chair, effective one week from now, and
call for votes to elect the Chair of the Technical Committee.
Per the Debian Constitution, the vote runs until all members have voted,
or until my resignation takes effect.

I am happy to continue to volunteer for the role, if the committee 
agrees. If re-elected, I would expect to stand down when we have done 
recruitment at the end of this year, to leave a year of handover time 
with whoever comes after me.
