since I haven't seen anyone pointing to yet:

network-manager (relatable situation) solved this via an extra binary 
package network-manager-config-connectivity-debian.

I'd argue for privacy by default, so unbound could recommend or suggest 
a new binary package unbound-$whatever containing the hook.

imho that is an acceptable compromise for everyone/every use case.
