Bug#592891: debbugs: Document summary command's 0 arg (add new summary instead of refering to existing one)

http://www.debian.org/Bugs/server-control#summary doesn't mention refering to summary 0, which can be used to "add a new summary" instead of refering to previous messages (as illustrated in #540219).
