Package: debbugs
Severity: minor

Hi.

http://www.debian.org/Bugs/server-control#summary doesn't mention refering to summary 0, which can be used to "add a new summary" instead of refering to previous messages (as illustrated in #540219).

Thanks in advance.

Best regards,
