Bug#585796: debbugs-local: Same here : cannot contact the CGI

FYI, I've tried and continue my tests trying to add a DEBBUGS_CONFIG_FILE=~/.debbugs/config and tweaking variables :
$gSpoolDir="/home/olivier/.debbugs/mirror";
$gPseudoDescFile="/home/olivier/.debbugs/mirror/pseudo-packages.description";

But then I'm now stuck as there doesn't seem to be any templates in the package :
Unable to locate template /usr/share/debbugs/templates/en_US/cgi/short_bug_status.tmpl
Unable to find template cgi/short_bug_status with language en_US at /usr/share/perl5/Debbugs/Text.pm line 154.
Unable to locate template /usr/share/debbugs/templates/en_US/cgi/no_such_bug.tmpl
Unable to find template cgi/no_such_bug with language en_US at /usr/share/perl5/Debbugs/Text.pm line 154.

I think I could mirror them from the sources, but there's obviously something weird in the packaging at the moment ;)
