On systems with locale other than some form of English (LANG!=en_<region>.<encoding>) debbugs
has to set (at least) LC_TIME env var explicitly to ,,C''. The process script renders strftime
strings and these generated strftime strings are rendered locale specific.

However, locale strftime/datetime strings conflict with RFC-2822:
