Bug#631480: Generate short URLs/links for the standard bug view

for this part it “should” be sufficient for the RewriteRules in the
apache-config to specify [PT,NE] instead of [P,L,NE] (at least if the
actual config looks anything like examples/apache.conf in the debbugs
repo.
