Bug#709208: debbugs: Add 'license' to allowable tags

I'd like to propose a separate tag for bug reports concerning
licencing problems. Use cases:

   - Reporting a problem in source files (docs, code)

   - Reporting a problem in contributed files

   - User sends a bug report and attaches a script; asks to include it
     in the release. However due to possible licensing issues, it may
     not be included at present time. For an example, see case
     http://bugs.debian.org/521844

Taggind bug reports with "licence" could be also expressed in BUG page
summary susing separate icons, in a similar manner to the security
bugs.
