Bug#718570: Please allow /etc/debbugs/html to override default files

Dear Debbugs developers,

Curently files in /etc/debbugs/html are conffiles.
I think it would be much more manageable for the user
if such files where shipped in e.g. /usr/share/debbugs/html
and the user would be allowed to add files to /etc/debbugs/html 
that would override them.

Idem for the template, in the other direction.
