How about adding a Reply link per followup?
Something like:

    mailto:[email protected][email protected]

where YYY is the message number one wants to reply to.
Then bts.d.o would take correct References and In-Reply-To from message
in question.

An alternative to cc/bcc might be something like ##DONTREMOVEME_YYY## in
subject or body then stripped by bts.d.o.

If YYY is unset, References and I-R-T would point to bug submitter mail
or latest followup.
