Bug#867384: bugs.debian.org: broken links

Dear Maintainer,

There are broken links in bugs.debian.org.

On e.g. https://bugs.debian.org/cgi-bin/pkgreport.cgi?pkg=acpica-tools;dist=unstable the link to "acpica-tools package page" is missing the protocol specifier (href="packages.debian.org/acpica-tools"). It's treated as a relative URL to https://bugs.debian.org/cgi-bin/packages.debian.org/acpica-tools which is clearly invalid and does not load.

I checked out the git repo and it seems there was some recent work about stripping protocols, using https etc. But i did not bisect the change.
