debian-history: broken d/changelog

Hi Joost, inline with a call for translation updates, I noticed that d/changelog is somewhat broken: - the upload for version 13.2 by jfs has never happened. - the commit for french translation update ea279c026c001201d245b42a655524e69c9267de is not mentioned in debian/changelog - the fixes for my bugreports #1082983 + #1082984 are included in 13.3 (not 13.2, which never happened). - the latest version 13.3~nmu1 was not published yet, so it's common to document this as UNRELEASED for the time being. To fix all this, I have attached a proposal for d/changelog as a patch. (I cannot push this directly to git, sorry, so I had to go this way.)
