Based on that, this was most probably one of several bugs in dpkg-dev which are already fixed, related with handling of environment variables. (Sorry, I report many FTBFS bugs and most of the time I can't determine their real root cause. Your summary of what's going on was really helpful in this case). If you still want to reproduce, you could do it using snapshot.debian.org and the unstable distribution of the day I reported this.
