That is easy to explain: Skolelinux was started in Norway and so Debian Edu
was very strong there for a long time. So nb-no and da both were at 100%
at some time in the past.

I'd leave that to you. :) I'll just note that adding binary packages to
trixie is probably impossible as we are in a hard freeze already. Sure,
there can be exceptions but i'm not sure if a half^w63% translated manual
qualifies.
