Bug#1118016: education-astronomy: suggests xtide and xtide-data which are not in unstable

Oh, I see, I was'nt aware of it.
So, the best thing to do is to reintroduce the Suggests on xtide and
xtide-data and to reopen Bug#1118016, I guess. Isn't it?
