WIP: debian/: move theme update script to the main package

The main aim is to not ship a copy of the update-debian-edu-artwork
script with each theme package, and instead place it in the main package
only. Originally this approach was abandoned, because it caused
bug #1054338:

This patch modifies the binary packages and their dependencies so that:
- debian-edu-artwork is renamed to debian-edu-artwork-common, and it
  contains the script,
- debian-edu-artwork-$THEME packages pre-depend on
  debian-edu-artwork-common to always have the script available,
- debian-edu-artwork-$THEME packages provide debian-edu-artwork.
