perl was recently rebuilt on the official architectures because of
multiarch directory changes. This should be done on armhf too if it has
libc6 (>= 2.13-4) IIRC. See #629670.

I somewhat doubt that but I suppose it's possible. As the binNMU
rebuild needs to be done anyway, it's certainly worth a try :)

I don't know who can schedule binNMUs for debian-ports.org so I can't
help there.
