It is still possible to extract a .deb into a path using dpkg -X - the extract doesn't need to execute anything inside the .deb so it can be done on any architecture (this is how multistrap works). It just leaves you with a filesystem tree of binaries (.so, .a, .h etc.) which you can put into a tarball and copy over. Overall though, it sounds like the combination of lack of interest in ia64 generally, uninterested maintainers for the box and restrictive user policies means that you really ought to find a way to do the task on a different machine. People are deliberately putting barriers in your way - find a different way that doesn't rely on ia64. This has nothing to do with Debian or Emdebian and not much to do with static linkage support, it has everything to do with how this machine is maintained and what the admins are allowing you to do.
