libbchdr is also already vendored in "retroarch" and "mrboom"

I'd like to process this ITP in the context of my DD-training;
then I'll propose patches to these two other packages to strip
the vendored library and use the on from the distribution.

For ares itself it can either be reuploaded now with the lintian override
(with the RFP/ITP bug in comment) or after libchdr processing.

Having an upload now would help with untangling the limited
architectures problem
(only amd64/i386/arm64/amrhf/pcc64 are supported upstream)
