Bug#1135766: abigail-tools: Uninstallable due to hardcoded depends on libabigail8

Hi!

This package contains a hardcoded dependency on libabigail8, which was
not updated for the new SONAME bump to libabigail9, which means the
binary ends up with both libabigail8 and libabigail9 dependencies, but
the former is no longer satisfiable.
