Well this is not a question about riscv64 vs other architectures. There 
is a penalty for *all non-amd64 packages*. For instance this increases 
the build time of the uhd package by a factor 1.9 on ppc64el.

This is still a fact that riscv64 is way slower than other 
architectures, but that's not the topic of this bug.
