I changed the title of the ITP to rust-libc-stdhandle. Apologies for
the confusion.

I am confident the tooling in debcargo-conf will include the "rust"
and "librust" prefixes when publishing from crates.io to a Debian
package. It will not ship with just libc-stdhandle.
