I contacted Francesco privately about this point and they asked me to summarize
our conversation.

In short, what they meant was not to be understood as a condition for packaging
PoDoFo but was instead meant as an invitation to packagers to send their
patches upstream so that they can be quickly included. Since there are a few
upstreams around who would like to put conditions on Debian packaging their
software, I feared that this was a similar situation and asked Francesco to
clarify. I was happy to hear that it was just a misunderstanding and Francesco
just wants to motivate packagers to keep their patch stack small.
