As mentioned elsewhere, this may very well have been the idea, and I 
thought so too for a while, but apparently there is no consensus.
I also like the idea of setting the Maintainer field explicitly, because 
(compared to creating a Git repository in salsa.d.o/debian) this is much 
more unlikely to be done by people who do not understand the 
implications.
