If I understand the situation correctly, then "spdx2debian" generally
proxies and reformats facts generated by "reuse-tool", but then chooses
to additionally fabricate a fact about the file debian/copyright for a
more polished result.

That does indeed sound to me as a compliance decision solely the
responsibility of "spdx2debian".

NB! debian/copyright files may contain facts about the copyright and
licensing of the file itself, just not in a REUSE compliant format
(which is the case for many structured data formats - REUSE seems to be
of use mostly for plaintext-based source code with free-form comments,
not so much for structured source code where free-form comments are
either secondary or non-existing).
