I agree on that. I was never happy with this workaround.

So what? I have to force the DM to add a license info by itself somehow?

On a first run, without having a d/copyright, spdx2debian will work 
fine.
On a second run, it discovers that the d/copyright has no license, and 
it will fail.
In this case I only should make the error message more clear to the user 
(DM).

Is this it?
