The problem is very similar to "reverse dependencies require a rebuild 
due to a soname change."

We could improve that with some extra infrastructure on the autobuilders 
that allows specifying a stronger version requirement for a given build 
dependency from a central place ("for all packages that build-depend on 
x, require at least version y").
