Description : build absolute URLs from base and relative URLs

URL Toolkit is a JavaScript library for resolving relative URLs against
a base URL using the rules from RFC 1808.
  .
It can be used when RFC 1808 behaviour is required rather than the
WHATWG URL Living Standard implemented by JavaScript's built-in URL
class. This affects some edge cases, including how URLs with special
schemes such as http are normalised.
  .
The library also provides helpers to parse URLs into their component
parts, normalise path segments, and rebuild URLs from parsed parts.

This library is a dependancy of Home Assistant, the Python smart home platform.
I plan to maintain it as part of the Home Assistant team.
