Maybe I should have asked what the intention of the plan here is in 
the first place. It seemed to me that the subject was packages that, 
to quote:

| appear to lack
| active maintenance, but where no formal orphaning has taken place

So either they need orphaning or salvaging.

I don't understand why we need yet another thing.
