I don't think that this should be allowed, except by a member of that
team, doing the moral equivalent of adding themselves to Uploaders.
By this I mean: committing to looking after it at least somewhat.

My point is that even in the absence of a hard requirement to have a
human name in Uploaders, we still shouldn't move packages under teams
unless there is someone on that team who would be willing to add their
name to Uploaders in the current world.
